Default milestone for new tasks #669

A recent change breaks the ability for users to create tasks if they don't have access to the default milestone.

Let's fix this by either not setting that default if the user doesn't have access, or else setting it anyway even if they can't access it normally. Whichever is easier.

This issue should be resolved. Fixes in master branch. @ari
