feature request: popcorn-time like torrent download (stream-piece-selector) #281

allow the already implemented stream-piece-selector option to manage piece selection algorithm for torrents also, maybe by setting priority of different chunks dynamically? (similar to popcorn-time behaviour if set as inorder or geom)

I have proposed a seemingly realistic streamed queuing feature with a synergy to this and other issues, #2060 wherein this enhancement has synergy with issues below also
