Can edit stories I don't own

What steps will reproduce the problem?

1. Find (or create) a story by one user
2. Log in as a different user
3. Choose the "Edit" link

What is the expected output? What do you see instead?

1. The controller should be fixed so that trying to edit a work or chapter you don't own returns an error message ("Sorry, but you don't have permission to make edits.") and returns the user to the work page.
2. The view should be changed so you only see the edit link for works you have the right to edit.

In rev196 I see edit links only on works I own (checked both main name and pseud). No edit links seen on a random sampling of works I don't own. Setting to FixedandVerified.
