Creates NPC "Tinny" & quest "Items for Tinny".

Closes #256

TODO:

[x] Create NPC Tinny.
[ ] Create quest.
- Much of the dialogue has been hashed out in #256, but the reward should be changed since there is now another quest that already increases bag size.
[x] Create unit test(s) for NPC.
