When DC-03 is complete, we need to link the settings button to a settings screen. For now, we don't need anything to display on this settings screen, and a blank screen will suffice. We just need to verify that we have this capability ready for when we choose to use it. You will need to do the following:
[x] Create a new activity that will be called from the existing CameraFragment.java file. Name it SettingsActivity.java
[x] Create a new fragment that will be held in this activity SettingsFragment.java
[x] Create a layout resource file called fragment_settings.xml. This will be blank now but we will refer to it within the fragment class.
