3.8 - Windows 2000 does not start #218

What steps will reproduce the problem?
1. Download standalone or Installer
2. Attempt to run qtweb.exe
3. Crash

What is the expected output? What do you see instead?

Instead of launching, get a "QtWeb.exe is not a valid Win32 application".

If ran from a cmd prompt, get the message box and in the cmd prompt also an
"access denied".

Attempted this on a couple different Windows 2000 installations / computers to
no avail.

What version of the product are you using? On what operating system?

QtWeb.exe version 3.8.5.108
Windows 2000 SP4

Please provide any additional information below.

Same executable works fine under Windows 7.

This happens for me as well.

- QtWeb.exe version 3.8.4.108
- Windows 2000 Server SP 4

Receive the above error message when logged in as a local user and as a local
Administrator.

The older 3.7 build does work for Windows 2000 though.
