create-ztpserver.py should install packer on the system (e.g. /usr/bin instead of in the users home folder)

Actually a command-line flag to control whether:

packer (and other services) are installed on the system as a side-effect of running this command OR
packer (and other services) are cleaned up from the system after the VM is created (so no side-effect)

would be great.
