CI: Bump pylint version to 2.16.1 #587

Related Issue(s)

Pipeline started failing on Feb 7th. The reason for the bump is that following virtualenv 2.18.0 release, pre-commit started to fail because pylint 2.6.0 in use until then had a now deprecated python_requires statement of '>=3.5.*'

actually there is a problem on the tag for the release that breaks the CI

the tag is 3.6.0: https://github.com/aristanetworks/ansible-cvp/releases/tag/3.6.0 and we check for v3.6.0 ...

probably need to make a new tag with the correct syntax
