Dev Container doesn't support docker-in-docker #4052

The VSCode Dev Container doesn't support docker-in-docker, which is required for some of the dev tooling i.e ansible-test (make sanity) and molecule for dhcp_provisioner.

[ ] Add support for docker-in-docker to dev containter
- [ ] molecule converge -s dhcp_configuration
