Use circle ci 2.0 to test various stack lts & nightly builds #252

:construction: testing this on fork :construction:

I'm testing this on my fork first to get the changes passing. I honestly would not mind doing this with travis ci, if anyone reading this has a travis build matrix config that works.

I use this circleci config because it's very low effort and simple. I think it will give aws good build coverage and help ongoing contribution.
