build out new file upload process with metadata & searchability #144

n.b. this is probably a number of issues, but this is the overarching idea.

  1. handle uploaded file and and move it to a location to a file system that the front end knows about;
  2. develop generic file upload metadata elements (maybe based on the materials we have already - workbooks, lessons, legacy textbooks, elders' meetings, audio resources);
  3. create accompanying data tables for uploaded files; including extensible library of types;
  4. render files full-text searchable (elastisearch or similar)

also : we're noting that this could be used not only for i.e. pdfs that might go into a 'texts' or 'pedagogical materials' area, but also as a way to upload audios into components such as elicitations; and that the should add to the above:

  1. provide an 'manager'-review/approve step between upload and publication ?
