3D tool: Y-axis display #56

Suggestion for plot style of 3D plots

1) Stacked: The plots are simply stacked on top of each other, each the same 
height. The scale bar  would need to be replaced by labels for each block.

2) Fixed scale: The blocks are plotted against a fixed scale, but with the 
ability to modify the block height to give the effect of a continuous plot, but 
with some white (or black) space where there are 'missing' datasets.

More detailed information.

This ticket is to create a 3D tool "Y-axis display". See 
trunk\documents\Design\Jpowder3D\3D tools.png and
trunk\documents\Design\Jpowder3D\Y-axis display tool.png

Note 1) is Stacked plot and 2) relabelled to a Sparse plot
