Latin hyper-cube sampling #1

I've often wished to have a Latin hyper-cube sampling (https://en.wikipedia.org/wiki/Latin_hypercube_sampling) available in Fortran. Given that the sampling was described first in 1979, there is bound to be some existing Fortran routine on some old tape or hard-drive.

Just as a feature suggestion.

Such sampling turns out to be fairly simple. I always thought it was rather magical, but it should be easy enough. Now find the time to sit down for it. Always a problem.
