Review request: email notification of changes (second step)

Purpose of code changes on this branch is to update the code to send out 
notification emails.  There is one fix to the logic to pick which article 
updates to send (it wasn't picking up the time of the latest update, and ending 
up sending the same notification over and over), and an update to actually 
connect this to appengine.api.email to send the mails out.

Handling of recursive subscription hasn't been worked out yet.

After the review, I'll merge this branch into:
/trunk
