[BUG] soulbound items not being flagged correctly as soulbound

What game client are you playing? Retail, Wrath, Classic / Live, PTR, Beta Retail

What language is the game client set to? english

Describe the bug

It appears that certain items are not considered soulbound despite being soulbound before.

Additional context This results in the Rule System > (0416) Equipment (Soulbound) not to be assigned

I invalidated the cache before reporting a report.

I also can't reliable reproduce this error. It happens during play and will persist until a restart of the client.
