add more styling + changed path in repositories new #26

A bit more style to:

welcome page
navbar
project form

New:

if users are not signed up, they see welcome index page as root
if users are signed in, they see projects index page as root

Also,

changed path in repositories/new to this <%= link_to "Add this repo", new_project_path, method: :get %>

Awesome!

I wonder if next time, we can attach screenshots of the improvements on those pull requests which are styling-related. That would let more people "evaluate" easily the change.
