Edit: In the options it still reverts back to being unchecked, the "Restore previous session" setting.
I have an idea: Currently I have all my changes to your user.js added to the end of the file and I just copy the newest stuff above. Does it no longer work that if a command appears a second time, that the second command counts instead of the first one?
Or do I have to have user_pref("privacy.sanitize.sanitizeOnShutdown", true);
disabled? I thought it would respect the choices I made with privacy.clearOnShutdown.xxxx

a second entry still works - sounds like you have a typo and it stopped parsing

You can also try in a brand new profile and add a user.js with just one entry and see if it sticks
There are other possible causes: syncing prefs, other moz config files, editing the wrong profile....

I also had issues where the homepage changed to a blank page again and again. The options are still showing "blank page", but it works now, with these two command. I don't understand why the options even CAN show anything different than what is in the prefs or user.js.
I don't have syncing enabled or accounts. I am editing the right profile, the other one does not have a user.js What other config files?

Well, I'm not entirely sure if it stops parsing subsequent lines: the whole thing parsing user.js thing got an upgrade in FF60
I just know that it's not applying that setting, because it's not a string. (I tested). I was mainly looking for reasons why your settings weren't being applied - as clearly indicated that the startpage setting isn't getting changed - and that line definitely looks like the only reason
I suggest you add a final line(s) to your user.js

Oh, that. I really hoped I could still have it delete history (only) when shutting down. I guess I have to live with it, since FF wont save login cookies when it is enabled. I don't really understand why FF needs to keep the whole history in order to restore a session. I thought it would work like those addons that save the session for later use in the bookmarks, but, just, not in the bookmarks.
It works now! Yet, the option: "Startup -> Restore previous session" is still deactivated. This seems to be cosmetic only, as it works fine.

I added that line and it shows up with or without the quotes around #202020. So at least was always parsing everything else. The home page setting is now saving too. I don't really understand why, though. (I don't understand many things 😄)

because you probably set it manually. It is not being set by the user.js - I tested - it has to be a string. For example, go to about config and mnaually change it to #202021

Huh? Yea, I said with or without the quotes. The line comes at the very end of the file, after the color setting. Or did I misunderstand you? Isn't putting that in the user.js "manually", or do you mean that I've changed it in about:config myself at some point? It's too long ago to remember that.
BTW, regarding the home page setting: It still wont save. Now, after THIS restart, it's back to a blank page. I don't understand this :( "browser.startup.homepage" is back to "about:blank" in FF, but it is "startpage" in the user.js. "browser.newtab.url" however is correctly using startpage. (Edit: -but not showing it) Edit: I just realized that every new tab is empty. Isn't browser.newtab.url supposed to set that? It should also be startpage. That link I put in there does work.
This problem, specifically, happened after I used the prefsCleaner. So it must certainly probably maybe be another setting somewhere that I don't know about. I'll reopen for a bit :P

Yes, I am using CCleaner, rarely from time to time, but never for Firefox. Mostly I'm using the built in cleanmgr.exe of Windows. I also use Windows Defender, so that shouldn't interfere with homepage settings.

Just entered startpage in options. So far, pressing the homepage button loads startpage. Restart... After browser restart back to about:blank. :(
I thought it could be a setting in GPO, but "Administrative Templates\Windows Components\Microsoft Edge\Configure Start pages" does not have an effect on FF, even though it was set to "about:blank" No, definitely not the culprit.

Well, at this stage you're on your own. Disable all your extensions in about:addons
. The WHOLE LOT, restart. Open some pages. Close. Re-open. Did the session restore work - it should. Assuming it works, then the cuplrit is an extension.
Session Restore does two things
Here is the FF81 test profile I used for your user.js (FF81 is closed)
When FF is open, some/all of these files exist regardless of sessionRestore, as they are used for history, per tab/window navigation history etc.
The problem is something other than the user.js is stopping those files from being retained on close, or changing your setting on opening to use said files
Also, don't go adding GPO: you're just making things more complex and muddying the waters
