Update/fix the Windows build #19

I need to:

Make sure the Visual Studio solution still works (VS2015)
Make sure the Win32 application still works
Figure out new instructions for wxApplication on Windows since I killed /Import
Add bazel support (figure out conditional rules, add missing BUILD targets, figure out another wxWidgets repo solution)
