What I feel is a problem is that the non accepted militancy gain per day when over the infamy limit. This 0.4 militancy gain for non accepted is game braking since at end game most players would own large swathes of the map due to colonization. Since these places have huge amounts of population the militancy sky rockets and then militant socialist rebel spam occurs. This is not very fun at all since dealing with enormous rebellion spam every month is annoying.
I understand that there needs to be a penalty since at that infamy level its supposed to simulate that the entire world hating you but I don't understand the need to have your own population get huge amounts of militancy. I would say a more appropriate way to simulate this international hate is by being affected by external factors.
Possible solutions
Remove the non accepted militancy gain when over the infamy limit. To balance this possibly have AI countries form coalitions which would be just all the great powers and secondary powers allying each other and attack the country over the limit in one massive war. This would keep the challenge of going over the infamy limit due to very large wars against the over infamy player but prevent the annoying rebel spam, which is not really even a challenge its just highly annoying.
Another possible solution if you want to keep the non accepted militancy gain is by having the militancy scale with army size. Therefore it would eliminate the rebel spam during peacetime but when attacked army sizes would inevitably reduce making militancy increase then having rebels when the over infamy country is weak.
Another possible solution is to keep that militancy gain but be able to invest in some sort of police force to negate the militancy increase. Maybe a decision that would enable you to spend money in different regions to drop militancy. However it should cost a reasonable amount of money so it cannot be spammed everywhere and when at war it would be hard to continue this due to needing money for the war effort making rebellions able to occur.
I just think that having continuous rebel spam even when at peace and having a very large military spread all over your territory just does not make sense even when over the infamy limit. It just makes the game unplayable due to continuous rebel spam.
