[FEATURE] Zuiderzee Works & Haarlemmermeer #21

The Netherlands is known for reclaiming land from the ocean, but none of Paradox's games reflect this historical feat. Wouldn't it be interesting to allow the Player/AI to reclaim the Zuiderzee and create a province from nothing.

It's impossible to spawn in a province or change the terrain by event/decision. So the only solution would be to make the Zuiderzee a province and give it to a tag. As long as you make the color of this new tag the same as the ocean and don't give it a name on the map it won't actually be an eyesore. Plus, you can make it un-interactable with zero population.

There were multiple plans to dike off the Zuiderzee, but the real impetus were the floods in 1836 (event needed!) that submerged the streets of Amsterdam and Leiden. This crisis led to the immediate "dry-milling" of the Haarlemmermeer. This was a major project, a feat of engineering, yet it's absent in the game. https://en.wikipedia.org/wiki/Haarlemmermeer

Suggestions 1 and 3 are ok and I will definitively do something about it, but 2 has a problem: creating 0 pop provinces is impossible (there will always be 1) and it's impossible to mimic the water because of shaders. Also it would need a new tag which the AI would try to sphere, which would research techs and send diplomatic requests. There are ways partially around this but honestly, I don't think the end result is a nice and elegant solution for something that falls so late in the time frame (1920-1924) and would just be a blue country trying to disguise itself as water.

I propose a simple RGO increase for the Zuiderzee Works to represent the reclaimed land, in exchange for the money to build the Works, of course.

Sure, though you could just use the Island of Urk as the main source of said population in 1836. Which is part of the Zuiderzee Works as an island that got integrated into said works.

The island had a population of around 850 in 1836.

Though, your idea of a ROG increase is fine. Though I don't know at what point in the game the ROG cap is hit in the Netherlands. Also, you'd have to take in mind the yield of the farms. As this newly created land wouldn't be plagued by that eras issue of small plots of land.
