[FEATURE] Restricted colonial military units #213

Currently all military units except for guards can be recruited from all pops. I would like to see more units with the same restriction to avoid large colonial armies of top tier units.

In my opinion only irregulars and cavalry should be able to be recruited from non-accepted pops. To compensate, the stats of these units could be improved slightly while adding small_arms and/or ammunition as supply costs (but not recruitment costs) to reduce their effectiveness in the hands of lower rank or uncivilized nations.

I understand that some might find this suggestion too radical, so I would also be happy with more limited changes. The following is the list of units which I consider most appropriate to be recruited from any pops (1) to those that should only be recruited from accepted culture pops (7).

  1. Irregular, Cavalry
  2. Infantry, Dragoon
  3. Engineer
  4. Artillery
  5. Cuirassier, Hussar
  6. Tank, Plane
  7. Guard

There is no reason "Artillery" to not be raised from non-accept pop, otherwise, it would cause some nations to have armies with almost no artillery, what would be unrealistic and unbalanced.

The idea is to avoid colonizers raising colonial armies of the same quality as those at home. Unfortunately there is no option to set units as "not allowed in colonial region", so using the primary_culture flag is an incomplete substitute.

Which nations did you have in mind @monticello that would be badly affected by this? Then I can take a closer look and refine my feature request.

Not him, but I can imagine this as being very bad for multi-ethnic empires like Austria or Turkey, where 50-70% of your army will probably not be accepted pops.

Austria, Turkey(as mentioned before) and England(with the indian colonies). England had a big army from indian ethnicity. https://en.wikipedia.org/wiki/British_Indian_Army
