Enable user-supplied Capture VPC CIDR #118

Description

As part of implementing (https://github.com/arkime/aws-aio/issues/116), we should start with enabling the user to specify the Capture VPC's CIDR. This does not include any changes to the Viewers, splitting them to their VPC, etc.

Acceptance Criteria

User able to specify the CIDR for the Captue VPC when they call cluster-create
The CLI should reject CIDRs that are "too small" (however that is defined)
