Remove relation type NoteLink #237

The relation seem to be completely redundant, and do not seem to describe anything affecting the protocol nor implementation.

Fixes #233

As no-one has provided an explanation what the relation mean for 5 months (see #233), I conclude that it is not providing any useful information to the specification and can be removed.
