It looks like:

CentOS 7 - tests pass, idempotence pass
CentOS 6 - tests pass, idempotence fail on service call
Ubuntu 16.04 - tests fail - missing init script - will be fixed by #14
Ubuntu 14.04 - tests pass, idempotence fail on service call
Ubuntu 12.04 - tests pass, idempotence fail on service call

So the init script seems the culprit in all cases where the tests pass. #14 will fix at least the 16.04 build—it might also fix 14/12, don't know yet.
