🚀 Bump version to `v1.3.0`

✨ Features:

Now this device can select to which polarization of the optical input to modulate.
Support for noise=None and execution_time=0 was added.
Docstring and example was updated for doocumentation.

🧪 Tests:

[x] Add unittest for devices.MZM
