MVEBU-CURRENT: PCIe problems on mvebu-next and dev. Starting with LK4.19. #1711

Hi,

I am opening this issue to discuss the problems still open regarding pcie support on mvebu-current and mvebu-dev.

The issues are still open from last big kernel move https://github.com/armbian/build/issues/1426 . And in my opinion they will keep us from moving towards dropping LK4.14 support on mvebu at some point. Apart from that it would be nice to have sfp and pcie both working on the clearfog at some point ;)

I have done some further testing with our mvebu-current build (which contains u-boot 2018.1 from solidrun, lk4.19, debian buster) vs. the upstream (solidrun provided) buster image (which also has their u-boot and lk4.19). Results differ in the details but in the end pcie is not really working. Check https://docs.google.com/spreadsheets/d/1VggzrfFibH0cmpSGW2FyoJW-d936Y2amwwKutUwX4-8 for some examples.

I will edit this and add some logs from both bootups. Maybe someone can identify what the issue is.

Interestingly although the u-boot and lk seems to be the same (or at least very close) the results differ. Upstream debian at least finds both pci devices although it can not load the wifi card. On our release the wifi card is hiding the sata one totally and also is not initialized correctly.

On the same u-boot but lk4.14. both pcie devices work fine but sfp is not functional :)
On dev kernel 5.4.x it looks pretty much the same as in 4.19.

Any ideas? Do we even try fixing this in 4.19 or just try to get 5.4 working? Does anyone apart from me even use the clearfog in production environment and cares about this?
