disable rockchip hw notes #410

They are outdated. Page commented until somebody steps up and adds some new stuff like for rk3588 or whatever...

I have some spare time to update that rockchip paragraph with actual informations about rk322x/rk3288/rk3328/rk3399; I don't know how things are going about rk3258/rk356x/rk3588 though.
