Fix CEC on rk356X on tv restart #149

Tested on rock-3a

@amazingfate any idea why hdmi-sound does not work on rock-3a (no sound on the TV) and rk-5.10-rkr6 branch, but it does work on rk-5.10-rkr5.1 ?

I also have this issue. I guess hdmi driver in sdk is related. I will investigate.
