update(operator): Upgrade project for the new API of k8s v1.22 #255

Hi, this is an upgrade to make the operator work on k8s v1.22.

I updated the dependencies, the project structure, the code, the Makefile and the dockerfile.

This PR is out of date, 1.22 support was added in https://github.com/armory/spinnaker-operator/pull/256 .
