Allow per-domain default MOH variable #776

Currently the MOH variable is under the system->variables; Would be nice to 
have that under default settings so that you can set a default MOH per domain.

I teach how to do this in the FusionPBX Training.
9th, 10th and 11th December 2014 - Tuesday, Wednesday, and Thursday

I took the class and I didn't see it in the Google doc. I don't really have 
time to go back and re-watch 24 hours of videos just to get a basic answer. 
I've asked multiple times in IRC and never get an answer. 

Why can't this just be a settings under default settings so that it doesn't 
have to be asked?
