Restore default permissions #862

What steps will reproduce the problem?
1. Go to group manager and delete a permissions group
2. Click "RESTORE DEFAULT"
3. Go to Upgrade -> Permissions Defaults

What is the expected output? What do you see instead?
The system should re-create any deleted permissions groups, but does not seem 
to do that.

What version of the product are you using? On what operating system?
Version 3.7.1
Operating System    Linux ClassNew1 3.13.0-32-generic #57-Ubuntu SMP Tue Jul 15 
03:51:08 UTC 2014 x86_64 x86_64 x86_64 GNU/Linux
Uptime  08:18:44 up 1:10, 2 users, load average: 0.16, 0.30, 0.33

I saw this error in the logs:

Restore Default restores the default PERMISSIONS in a/the (non-protected) 
initial/default groups; not the actual groups themselves.
