Time Conditions Borks Destinations

What steps will reproduce the problem?
1.Create a time condition and set it as any extension.
2. Create a destination and point to time condition extension. 
3. Call DID and call never completes. 

What is the expected output? What do you see instead?
Expected output in most immediate case is it routes to voicemail because time 
condition is false. Watching active call, it repeatedly attempts to transfer to 
voicemail but receive exchange routing error.I then receive several 
EXCHANGE_ROUTING_ERRORS for attempt. 

Call log shows this:

What version of the product are you using? On what operating system?
r7909 on debian wheezy, instaled using soapee dev script

Please provide any additional information below.
Different variations of this error almost always result in the export_cars 
being filled with origination_callee_id_name
