Conference volume raises and lowers

What steps will reproduce the problem?
1. Start a conference
2. user joins and volume raises then lowers
3.

What is the expected output? What do you see instead?
Vol should be constant, instead raises and falls. 

What version of the product are you using? On what operating system?

Problem is present in many versions. Makes conferences difficult. Noticed on 
inbound calls to conference through an ivr. Two local extension in conference 
dialed in using conf extension did not experience vol modulation.

I should add that both users local could hear the volume modulate for inbound 
call from outside.

This is a direct FreeSWITCH thing that has nothing to do with FusionPBX source 
code create a FreeSWITCH Jira.
