Feature Request: Limit the number of extensions per Tenant/Domain

Looking for superadmin to have the ability set a limit on the number of 
extensions that can be created on a tenant/domain. Default would still be 
unlimited.

Ideally this would be set under Advanced->Domain, or a section of Default 
Settings.

The ability to limit extensions already exists using Default and/or Domain 
Settings.
