What steps will reproduce the problem?
1. Run benchmark on machine with one system nameserver
2. System nameserver may not be included in benchmark

It ends up that the nameserver was failing TestNegativeResponse with a timeout 
error.
I've changed the code to allow testing of system nameservers even if they fail 
the
health tests.
