Update flycheck support #41

As https://github.com/flycheck/flycheck/issues/266 is now closed, we should update your stuff.

Also: Ref #28, fix up the chaining so jshints will be used on js files (in addition to phpcs).

Also enable our custom phpcs checker for info files.
