"Tengwar Handbook" title - double O questions #30

The Handbook begins with:

I have questions about the double "o" on a short carrier though. Modern Tecendil places the second "o" above "k" along with the first one, and I am still curious whether it is legal to use a long "o" to denote the double "o" - see the screenshot below.

Does any of it make sense? What would be the ways forward?

Both the current Tecendil and the handbook option seem to be possible in the General Mode, though I think the current Tecendil default is the nicer one. I don't think the Handbók spelling is permissible though, no use of the long carrier is attested for the orthographic General mode.

I couldn't find an example for the Handboo*k spelling in the Handbook with an o-curl, but you can see it in seen with the acute: LotR The current Tecendil default is attested in the Brogan Tengwa-greetings (DTS10) but I cant find an image for it right now.
