External monitor is "washed out" - R72 vanilla, R72 special affected #259

Two external monitors (NUC 6 i3 - HDMI and DP built in ports) connected and working but display is washed out to a point of no use. R69 not affected and is the only good image I could find without this problem.

Search for "external monitor" "washed out" to find the exchange. They also report R69 the last one without the washed out issue.

Tested on ATB R74 Vanilla and Special - primary display remains washed out however all other external monitors in extended desktop mode are not affected.
