build tool needs to be revised #354

There are at least two python files (reeborg_en.py and reeborg_fr.py) that are replicated in the offline distribution ... and they are likely not identical.

The build tool should be revised so as to create identical copies of the relevant files whenever they are changed.

The integration test should use the offline version by default which would help ensure that no file update has been missed.
