Effects not applying #181

Hello. I am running worldguard 7.0.6 and the newest version of extra flags. Using something like "/rg flag -w "flat" -h 7 __global__ give-effects SPEED" gives no errors but just never gives me the speed effect, I've tried with all sorts of effects, none of which apply to me while I am in the region. I have also tried in a region that isn't global.

My bad. It didn't work because I had OP. Little confusing but oh well.
