Denying item usage in region.

I think it will be awesome if you'll add the flag that prevents the players from using specific item in your region (but you and allowed players can). For example i have a carrot on a stick which functions like a magic wand (via scoreboard useItem thing), and i want to deny using it in region if the player is not allowed to do that. :)

This is a nice idea, but it needs to be able to prevent the use of blocks too, like trapdoors, doors, buttons, etc... not just items 👍
