As an additional proposal: Flip the order of the languages in README.md and CONTRIBUTING.md so that the english part comes first (with an additional text "Japanese translation below" right after the header)
When I started this project, it was intended that the project would only handle translated sites into Japanese. At the time, dead-copy sites were rare, so the best practice to avoid translated-SO without ublacklist-stackoverflow-translation was to set Google's language preference to English. For this reason, it was reasonable to assume that Japanese users would be the primary users at the time.
As you suggested, this assumption is no longer valid, as the number of sites created by dead copies that are not even translated is increasing. We need to expand our assumption of the target users.
Feel free to rewrite.

I am Swedish-German and I perfectly understand that it can be a question of pride to use your own language first, but it really gives the wrong impression that this repo is mainly intended for Japanese speakers and only slightly relevant to the rest of the world. Which is the wrong way around.
This repo is global and it should look like it's intended for everyone.
But that's just my opinion. I totally understand if you like it this way.
