This adds a README explaining how to use Goat Guardian.

@arowM I have pushed a new version of the README that adds future work and competitors sections.

I have also added a README for running the example web application. @arowM how does this look?

I'll go ahead and merge this in, since we've decided on mostly what we want to say. If we notice any other problems, lets go ahead and open up issues separately.
