Samtools pinned at 1.9 #285

Hello I have seen that it is not possible to install RGI with python 3.9 or higher because of a dependency issue with samtools that is pinned at 1.9. What is the reason that samtools is pinned at such an old version? Are there any plans to update the dependencies for RGI to allow compatibility with higher python versions?
