Allow regions tool to support multiple regions #223

Currently, the region tool only suports a request for a single region or a single gene. It would be nice to support a BED file of multiple regions or a text file of multiple genes.

Thanks Aaron. I think it's better handled in GEMINI rather than having multiple queries
