This file takes about 30s to create (on my machine) and is only 2.2Mb in size.

Should it just be packaged as data? Or should it be created upon installation?

I think I prefer the former, simply because in most cases the extra 2.2Mb will download faster than the 30s it takes to generate it in the first place.

I agree with the packaging strategy. The idea to pre-compute is a very good one by the way.
