Add autoconf version update #196

This PR adds a conditional validation in build.sh for Darwin 23 and later for autoconf version 2.72. It restores 2.71 as the default for all other versions.

Configure cannot have a conditional check, only a minimum version check, so the validation has to be in the build.sh script.
