REST API for ASCRIPT and REGROW

A REST API is needed to support running simulation on local or remote hosts using a simple client in a Python module.

The API should support the following

• Open a new session
• Upload files
• Run gridlabd
• Get a list of files
• Download files
• Close an existing session
