Cmake overhaul #150

What kind of change does this PR introduce? (Bug fix, feature, documentation update, new examples etc.) Build framework improvement.

What is the current behavior? (You can also link to an open issue here) CMake usage is outdated

What is the new behavior (if this is a feature change)? Use modern CMake(>=3.5.1)

@umar456 So that would mean we include Forge as submodule ?

@umar456 I am merging this one. If there are any more issues, we can fix them subsequently with them help of ci builds I finished in PR 153.
