Add runtime permissions #2 #16

Closes #2 Adds native marshmallow permissions at the splash screen

If the permission is refused or isn't granted, the app will not progress past the splash screen (rather than crashing).

There were 3 checks which failed, 2 of which are about code which I haven't changed and the other of which is wrong.
